Minister for Finance, Law and Parliamentary Affairs, Mr. Abdul Rahim Rather paid a surprise visit to Excise and Commercial Taxes Check-post at Lakhanpur and immediately convened a meeting of officers to take stock of the functioning of the departments.
Commissioner/Secretary, Finance, Mr. Sudhanshu Pandey and other senior officers of Finance, Excise and Commercial Taxes Departments accompanied the Finance Minister during his visit.
The Minister was apprised that revenue of Rs. 188.63 crore has been collected during financial year 2008-09 by Toll Post, Lakhanpur on account of toll.
Similarly, the Commercial Taxes, Check-post Lakhanpur, has generated revenue to the tune of Rs. 186.26 crore during 2008-09.
During the current year, collection of Rs. 17.70 crore has been made at Toll Post, Lakhanpur during April, as against Rs. 16.70 crore collected during the corresponding period last year, thus registering an increase of 6 per cent.
While interacting with the officers, Mr. Rather emphasised that every effort must be made to ensure delivery of hassle-free and transparent services to the public. He said the department should also ensure that leakages of whatever nature, whether by laxity on the part of the staff or due to involvement of other agencies, be dealt with sternly.
The Minister issued on-spot instructions for placement of complaint and suggestion boxes at Toll Post and Check-post with immediate effect. He also passed orders for prominently displaying provisions of various types of services by the department as well as addresses and telephone numbers of all the officers for facilitating the public at the Check-post.
Mr. Rather also instructed that a grievance cell be immediately made functional with a responsible officer heading the same so that immediate redressal is available to the aggrieved. He said all employees and officers at the Check-post should wear badges with name and designation for easy identification and also display name-plates on their tables.
Mr. Rather also visited the under-construction Toll Plaza at Lakhanpur and reviewed the progress of work on-spot.
Chief Engineer, R&B, Managing Director, J&K PCC, architect and other officers were also present on the occasion.
The Minister expressed his concern over the slow pace of work and enjoined upon the implementing agency to speed up construction work and ensure completion of the project by December, 2009.
The Minister was informed that the total cost of Toll Plaza construction was to the tune of Rs 32.20 crore, out of which so far Rs 7.50 crore have been spent on the project.
The Minister asked the Commissioner/Secretary, Finance, to expedite submission of report of the Committee constituted for the purpose of making improvement and suggesting ways for Single Window Clearance of vehicles by the Commercial Taxes and Excise Departments from the existing infrastructure to make the working simpler and efficient.
Enroute, Mr. Rather paid a visit to newly-constructed building of District Hospital Kathua, where he was informed that the capacity of the hospital will be increased to 192 beds from the existing 100. He was told that the project will be completed with an estimated cost of Rs. 25 crore.
