Govt approves segregation of Engineering Deptts

Consequent to the cabinet decision of June 13, 2009, the government has approved maintenance of separate seniority of officers/officials by PHE/Irrigation and Flood Control department and Roads and Bridges/Mechanical Engineering departments right from the level of draftsmen to Chief Engineers. The Complete segregation of these departments has been formally approved by virtue of this decision.

As per a government order issued here on Thursday, the records of vacancies and reference thereof to various recruiting agencies shall be maintained/done separately by both the departments to avoid any overlapping.

The seniority of Junior Engineer/draftsmen shall be reckoned with in the respective departments from the date of their recruitment. This would also include the Junior Engineers/Draftsmen who are on deputation to the other departments.

Both the departments shall process the Recruitment Rules after mutual consultation in consonance with the specific technical, logistic, administrative and work requirements of each department. Till the process is completed and appropriate notification issued, both the departments shall be governed by the existing Recruitment Rules as the basic eligibility criteria for selection to the post of an engineer shall almost be the same in both the departments.

The process of appointment of Assistant Engineers and their clearance from the PSC shall be initiated by the respective departments along with the cases for regularization of Assistant Engineers working on stop gap arrangement to be taken up with the PSC by the department concerned in which they are working at present.

The respective departments shall deal with the pending cases concerning legal and administrative issues in respect of service matters.
