CM approves annual outlay of Rs. 46.13 cr for Reasi, Rs. 46.64 cr for Ramban districts

HIGHLIGHTS OF THE MEETING

Ramban

· Rs. 1.30 crore for upgradation of roads in urban areas in Ramban,

Banihal and Batote.

· Rs. 1.11 crore sanctioned for construction of bridges.

· Rs. 80 lakh for construction of approach road to Trauma Hospital.

· Rs. 50 lakh sanctioned for developing sports facilities at Ramban and

Banihal.

· Rs. 44.70 lakh sanctioned for reconstruction of Gutted Girls High

School at Ramban.

Reasi

· Rs. 1.25 crore earmarked for developing sports facilities.

· Rs. 50 lakh sanction for construction Dakbunglow at Mahore

· Rs.29 lakh for developing of Sula Park and Rs.26.36 lakh for

development of Kalaka Mandir.

· Rs.70 lakh sanction for construction of Dakbunglow at Dharmari.


Chief Minister Omar Abdullah today approved the District Annual Plans for Ramban and Reasi districts in the joint District Development Board (DDB) meeting held here under his chairmanship. The District Plan of Rs. 46.13 crore for Reasi including additionalities of Rs. 3.07 crore and Rs. 46.64 crore for Ramban including additionalities of Rs. 3.89 crore was approved in the meeting. Emphasizing on meaningful, judicious and timely utilization of funds, the Chief Minister stressed on ensuring successful implementations of the schemes taking best advantage of the available working period in the current financial year. He said that funds should be utilized on the need basis, results of which should be visible to the people. Saying that thrust should be on launching result oriented projects which require lesser funding and could be completed well in time, Chief Minister stressed on restraining from creating liabilities. He said that availability of funds does not mean mere expenditure rather thrust shall be on proper management and planning. The Chief Minister said that ensuring of basic amenities to the citizens is vital for further development of the state adding that projects on road connectivity, electricity, water supply and health sector will be prioritized. On consolidation programmes, Omar said that after every major expansion phase, consolidation process is necessary adding consolidation is essential to better equip the existing infrastructures with adequate manpower and facilities. He said that expansion will be taken up on need basis of a particular area. The Chief Minister said that government has earmarked over Rs. 640 crore as matching share capital for centrally sponsored schemes to ensure availability of additional funds of about Rs. 1800 crore from the Centre this year so that developmental works do not suffer for want of funds. On the development of Katra town, in view of the increasing rush of pilgrims, Omar emphasized on reviewing and redrafting the existing master plan to ensure an early implementation. He directed the DDC Reasi to monitor the implementation of the plan on monthly basis and the committee constituted under SDM Katra to check encroachments and violations and submit timely feed back and reports to Deputy Chief Minister. He also emphasized on strengthening the Building Purchase Committee, Katra. Omar said a comprehensive plan would be made for construction of bus stand at Katra. He said that separate bus terminals could be contemplated for inter state buses at the outer periphery of Katra town and local railway station. Regarding waiving of labour taxes at Katra, the Chief Minister said that the issue will be discussed with Mata Vaishno Devi Shrine Board, Municipal Committees, Labour Department, Member Parliament and legislators. While speaking on the issue of improving the power scenario in the state, the Chief Minister said that Rs. 20 crore have been earmarked for augmentation of distribution network adding that the Centre has approved to continue the project works worth Rs. 135 crore under the APDRP. He said that stress will be laid on improving the transmission and distribution network in the state to minimize power pilferage. He also extended the transformer banks to these districts for timely replacements of transformers. Abdullah said that Urban Local bodies will be strengthened and a meeting of the presidents will be convened shortly to access their problems. On the issue of railway compensation, the Chief Minister directed Revenue and R&B Ministers to convene high level meeting with Railway authorities for settlement of cases. He asked the concerned District Development Commissioner to reassess the Save Ramban and Save Banihal projects and redraft the project for approval The Chief Minister said that separate meeting would be convened to check the status of clearances pending with the Forest department which would be cleared so as to expedite the ongoing developmental works which are being delayed. Taking serious note of road accidents in the hilly terrains, the Chief Minister said that Rs. 22 crore project is in the pipeline for constituting the Quick Response Teams (QRTs) to deal with eventualities and save precious human lives. He said these QRTs will come up in a planned and phased manner. For Ramban district, under projectisation Rs. 1.11 crore was sanctioned for construction of seven bridges, Rs. 130 lakh were earmarked for upgradation of roads in urban areas of Ramban, Banihal and Batote, Rs. 40.75 lakh for clearing house compensation cases, Rs. 45.85 lakh for clearing forest compensation cases and Rs. 44.70 lakh were for reconstruction of gutted Girls High School building at Ramban. For procuring of three water tankers Rs. 30 lakh were given, Rs. 30 lakh for bus stand Banihal and Rs. 20 lakh for bus stand Ramban besides Rs 20 lakh for providing recreation parks. For development of infrastructure of Gool- Sangaldan and Tatapani about Rs. 30 lakh were given, Rs. 80 lakh were provided for construction of approach road to Trauma hospital, Rs 50 lakh for Sports facilities at Ramban and Banihal. These would be provided in 3:1 ratio ensuring one part from MLA fund. For construction of Patwar Khana and Conference hall at Patnitop Rs. 50 lakh were approved. In Reasi district, Rs. 1.25 crore have been earmarked for developing sports facilities, Rs. 50 lakh were given for construction of Dak Bunglow at Mahore, Rs. 33.91 lakh for clearing liabilities under SGRY, Rs. 29 lakh for development of Sula Park and Rs. 26.36 lakh were given for development of Kalka Mandir park, Rs. 17 lakh for construction of Dak Bunglow at Darmari, Rs. 11 lakh for higher secondary school, Gulabgarh and Rs. 13.46 lakh were given for clearing liabilities under education sector.
