Saroori orders inquiry on complaint received on Chrari Sharief-Hapatnar-Nagam road


Minister for R&B, Mr. G.M.Saroori today visited Chrari Sharief and took stock of the arrangements made by the administration for forth coming week long Urs of Sheikh Noor-ud-Din Noorani (RA) commencing from Oct 16.

Deputy Commissioner, Budgam, Mr. Mohammad Rafi and engineers and officers of the various departments accompanied the Minister.

The Minister was informed that Rs. 10.75 crore have been expended on reconstruction of the shrine so far out of total estimated cost of Rs. 16.50 crore and Rs. 5.32 crore are being spend during current fiscal.

Mr. Saroori, soon after reaching at Chrari Sharief paid obeisance at the Dargah of the Sufi Saint. He prayed for peace and development of the State.

Mr. Saroori instructed the engineers of PDD and PHE to ensure un-interrupted supply of power and water and cleanliness in the area, particularly during Urs days. He was informed that adequate stock of rice sugar and K.oil is available on the ration depots of CAPD.

While inspecting Chrarisharief-Hapatnar-Nagam road, coming up at a cost of Rs. 1 crore, people complaints that the works are not being executed as per the specifications, particularly construction of culverts have not been completed as per the standard. The Minister ordered constitution of a committee headed by Deputy Commissioner, and an engineer to be nominated by the Chief Engineer, R&B, Kashmir who will look into the facts of the complaint and come up with its recommendations.

Mr Saroori instructed the engineers to ensure completion of macadamization of Wazbag, Bus-stand, Astan Aalia and main chowk roads before the commencement of the Urs.

The Minister asked the engineers to speed up the pace of work and complete all the projects in time keeping in view the limited working season of the Valley. Reaffirming the decision of the government to award those who achieve 80 t0 100 percent targets, Mr Saroori said those engineers would be penalized who are found non-serious in their duties. He asked the contractors and other agencies to use quality material failing which their cards would not only be cancelled but their payment would also be forfeited.

The Minister also visited Khag and addressed a public meeting there.

Speaking on the occasion, Mr. Saroori said that Khag area would be developed on modern lines and assured the people that the entire roads of the block would be upgraded and macadamized shortly. He said a massive development plan has been formulated for improvement of existing infrastructure including construction of school buildings and health centers.

MLC, Mr. A.G.Vakil, congress leaders Haji Ali Mohammad Bhat, Zahid Hussain Jan and Ab. Rahim Wani also spoke on the occasion and highlighted the programmes and polices of the party. They appealed people to work for strengthening the party base at local levels.


Sakina distributes post-matric cheques amounting to Rs. 16.14 lakh among 139 ST, students


Minister for Social Welfare, Ms. Sakina Itoo distributed post-matric scholarship cheques amounting to Rs. 16.14 lakh among 139 Scheduled Tribe students studying in Kashmir University and National Institute of Technology (NIT) Srinagar at a function held in Kashmir University here today.

Speaking on the occasion, the Minister said Social Welfare Department has set a target of Rs. 8 crore to be distributed as post-matric scholarships among 11000 students belonging to ST category during the current fiscal to help them to persue higher education.

She said, in order to improve the living condition of the under privileged sections of the society, the government has created a separate directorate for Tribal Affairs. The step would ensure focused and integrated approach for development of these marginalized sections of the society.

The Minister said that students hailing from far-flung areas are having ample talent which needs to be polished in right direction to make them self reliant. She said that he 20 years turmoil has badly affected the carrier of the students, adding that they should work hard and achieve laurels for the state.

Vice Chancellor, Kashmir University, Dr. Riyaz Punjabi said that it gives him immense pleasure to learn that government has established a separate department of “Tribal Affairs” for upliftment of the Scheduled Tribe students. He said that he would keep in touch with the department for encouragement of ST students. He also asked the students for making liaison with the department of Tribal Affairs to reap the benefits of the schemes being implemented by the department for ST students.

Director, Tribal Affairs, Mr. Jehangir Mir while giving resume of the department said that there is over 11 lakh population of ST which constitute 10.90% of the total population in the state. He said government has mobilized all available resources to ensure welfare of the marginalized sections of the society. He said various welfare schemes for ST population, and the Book Bank Scheme for ST students will be launched shortly. Other measures taken up for this purpose include construction of ST boys and girls hostels, establishment of vacation training centers and commissioning of Eklavaya Model Residential School, he added.

The Director also informed that different programmes under development sector under SCA to TSP and Article 275 shall be taken up in hand during current financial year. For this purpose, the Minister has already held the meeting with all Development Commissioners.

Present on the occasion were Registrar NIT, Mir Firdous Ahmad, Registrar, Kashmir University, Prof. Syed Parvez Ahmad and various dignitaries and students of the Kashmir University.


Peerzada inaugurates additional block of Directorate of School Education, Kashmir


Minister for School Education, Peerzada Mohammad Sayeed inaugurated the additional block of Directorate of School Education, Srinagar here today. The two storied block having one conference hall and an additional hall was constructed at a cost of over Rs.26 lakhs.

Speaking on the occasion, the Minister lauded the efforts of Director Education, Kashmir and its staff for taking keen interest in the developmental works undertaken by the department.

Mr. Sayeed, said that the government is determined to provide better facilities to the department on priority basis. He said a net of educational institution have been spread in the State to empowered the youth socially as well as economically.

He said that teachers are builders of nation and asked them to provide quality education to the students to enable them to compete at the national and international level. He also sought the cooperation from teaching fraternity for promoting the standard of education in the State.

He said that government is aware of the problem being faced by the teaching community and assured that these would be redressed by collectively efforts.

Secretary Education, Mr. G.A. Peer, Director Education Kashmir, Ms. Shagufta Parveen and Joint Director Education also spoke on the occasion.

Among others DIET Principal, Principals, CEOs, Lecturers, teachers, senior officers and officials of education department were present on the occasion.


Dy CM hosts breakfast in honour of Soni, journalists


Deputy chief Minister Mr. Tara Chand this morning hosted breakfast in honour of the Union Minister for Information and Broadcasting, Mrs. Ambica Soni and the Editor. About 37 journalists representing various states of the Country besides prominent journalists of the State are participating in a two day’s All India Editors Conference on “Social and Infrastructure Issues” being held at Picturesque Sher-i-Kashmir International Convention Complex, Srinagar.

Former Minister, Mr. G. A. Mir, and several senior Congress leaders, Director Doordarshan Kendra, Mr. Rafiq Masoodi and Director Information and Public Relations, Kh. Farooq Ahmed Renzu were also present on the occasion.

Mrs. Ambica Soni and Deputy Chief Minister, Mr. Tara Chand also interacted with the media persons and sought their cooperation in presenting a positive image about the development and fast improving situation in the State.


Comprehensive City Transport Plan for Srinagar, Jammu on anvil: Akhoon


A comprehensive city transport plan for the twin capitals of Jammu and Srinagar was discussed at a high level meeting chaired by Minister for Transport, Mr. Qamar Ali Akhoon here today. Besides the Minister of State for Transport, CAPD, Mr. Shabir Ahmad Khan, the meeting was attended by Secretary Transport, Secretary, Urban Development, Vice Chairman, Jammu Development Authority, Vice Chairman Srinagar Development Authority, Transport Commissioner and other concerned officers.

The meeting was informed that within two months, Jammu Development Authority and Srinagar Development Authority will come up with a proposal with preparation of documents and evaluation. The meeting decided to set up the multi disciplinary committees for Jammu and Srinagar cities headed by respective Vice Chairman of two Development Authorities with Chief Architect of two concerned authorities as the Member Secretaries and Chief Town Planner, Chief Architect, SSP Traffic, SE, R&B and RTO concerned as the members.

The meeting was told that the Transport department will initiate the steps for setting up of the Unified Metropolitan Transport Authority. The meeting was told that for better traffic management latest technology will be put to use with most rapid transit system put in place wherein less vehicles will be used for larger transportation of people. After the necessary ground work is completed the Unified Metropolitan Transport Authority will be established for regulating the public transport.

The meeting also discussed the identification of land for establishment of legal metrology offices both in Jammu and Srinagar besides the land for establishment of CAPD office at Jammu with the JDA and SDA.

The up keep and maintenance of CAPD godowns at Ware-House, Jammu was also discussed and the JDA was directed by the Minister to ensure proper up keep and sanitation at the spot.


Ashwani chairs privilege committee meeting


A meeting of privilege Committee was held under the Chairmanship of Member Legislative Assembly, Mr. Ashwani Kumar Sharma at meeting hall of Assembly complex today.

The meeting was attended by the Legislators Mr. Mohammad Sharief Niaz, Mr. Basharat Ahmad Bukhari, Dr. Mohamamd Shafi Wani, Mr. Mohammad Ashraf Ganai, Peer Afaq Ahmed, Mr. Sham Lal and senior officers of Assembly Secretariat including Special Secretary Legislative Assembly Mr. Ghulam Nabi Mir.

Threadbare discussions were held with regard to the minutes and action taken report of the joint meeting of Ethics and Privilege committee, held on 9th July, 2009 which had met under the chairmanship of Speaker, Jammu and Kashmir Legislative Assembly. The minute copies were also circulated among the members of the committee.

The Chairman, Privilege Committee directed the officers of Assembly Secretariat to sought information from Chief Secretary, about the follow up of action taken in respect of the decisions taken on July 9, 2009.

The members of the Committee raised various issues and suggested their valuable suggestions.


Gujjars register protest, meet Soni against DD


The Gujjars of Jammu and Kashmir today registered a strong protest against misrepresentation of Gojri language in daily telecast of various channels of Doordarshan including Kashir Chanel , DD Srinagar and DD Jammu. To show their resentment against the tyrannical approach of various organizations under Information and Broadcasting about Gojri , a delegation of prominent Gojri writers and intellectuals led by Dr. Javaid Rahi, National Secretary of Tribal Research and Cultural Foundation met Ms Abmika Soni, Union Minister for Information and Broadcasting here at Nehru Guest House this afternoon .

The delegation said that centre has allocated more than Rs 400 crore for DD channels in J&K but it is astonishing that DD does not telecast even a single daily programme in Gojri- the language of Gujjars in its 24 X 7 telecast of various DD channels in J&K .

They said the DD and AIR NEWS does not cover the reports from remote villages and tribal population of the state in their own mother tongue. The whole area is much affected by militancy. It has therefore failed to counter the Pakistan Television (PTV) Gojri News bulletin aired daily at 4:30 pm through its powerful transmitters set up along the border.

The delegation futher said that we the Gujjar constitute more than 20% population of the state are thus completely ignored by the DD in J&K and no proper representation is given to their art, culture, languages, customs and secular ethos for which they are known all over the world.

Dr Javaid Rahi, National Secretary of Tribal Foundation condemned the cultural invasion unleashed on Gujjars by the channels Doordarshan. He alleged that DD channels are in no way the representative channel of all communities and tribes of J&K State. And the DD not only failed in meeting the aspiration and expectations of tribals residing in boarder belts of Jammu and Kashmir but it has also failed in its much publicized aim of countering the false and malicious propaganda of the channels from across the International borders

Ch Salam Din Bajad , President Adbi Sangat Kashmier said Gojri has been given 2 per cent representation each in its 24x7 telecast of DD Kashir channel and this is humiliating even this 2 per cent representation is also not being given to us.

The delegation demanded that a one hour daily programme in Gojri should be started from DD Sringar, DD Jammu and due representation should be given to Gojri speaking people on DD Kashir. The delegation further demanded that the DD Rajouri should be declared as DD Gojri.

After hearing the delegation Union Minister for Information and Broadcasting, Ambika Soni assured the delegation of Tribal Research and Cultural Foundation that institutions under her ministry will take all steps to ensure due representation to Gojri language and culture in their programmes. Ms Soni said that in DD channels the Gojri language will get its due share.


Orientation lecture on Stress Management at KU


Department of Students Welfare University of Kashmir today organised an orientation lecture on Stress Management in day today life at the committee room of the administrative block, in which PG students of various department of the university participated.

Avinash Tiku Faculty World Alliance for Youth Empowerment spoke about various techniques of distressing and shared valuable inputs with students regarding handling various situations in life without getting panicky. He told the audience that though times in life never last but tough people always withstand pressures of life without getting disturbed. Impressed with student response Avinash who has conducted tens of workshop in stress management, promised the students that WAYE will conduct a workshop at KU campus which will last for days together.

Dinesh Ghodge member International Association of Human Values also shared his experiences with the students of Kashmir University and taught them various techniques of distressing. Understanding the nature various techniques of breathing helps distress he told the students

Earlier in her welcome address Dean Students Welfare Prof. Neelofer Khan talked about the importance of such orientations lectures and said handling stress at workplace has become one of the challenges in modern day life. She said that if the students are able to cope up their stress levels, they can perform much better which they otherwise do.

Asstt Dean Students Welfare Showkat Shafi who conducted the proceedings of the event gave examples from the life of Prophet of Islam Muhammad (SAW) and told the students that they should learn art of living from his life and teachings of Prophet Muhammad (SAW).



Auqaf Islamia Shahdra Sharief takes over Ziarat-e-Sharief Hazrat Shan Wali Dad Sahib, Thanamandi


Administrator, Auqaf Islamia Shahdra Sharief, on the instructions of Minister for Haj, Auqaf & Fisheries Mr. Ajaz Ahmad Khan, has taken over the administrative control of Ziarat-e-Sharief Hazrat Shan Wali Dad Sahib, Bathian Sharief, tehsil Thananmandi. The shrine is held in high esteem by all walks of life throughout the State.

The takeover of the shrine has been appreciated by the people of the area as it will ensure judicious and proper use of money donated by the devotees, besides bringing in development of the area around the shrine.

In order to ensure that the transactions at the shrine are transparent, a bank account has been opened in Jammu Grameen Bank, branch Shahdra Sharief under the saving account No: 1668 and inventory for existing items has been made. It has been observed that till date there was no transparent mechanism of maintaining records of the offerings made at the shrine and the facilities offered were also not people-friendly as the management was being run by some unauthorized persons.



ECM reviews expenditure of various dev works for last 2 years


An amount of Rs 1493.38 crore have been spent on various developmental works under various sectors including roads, bridges, NFB, NABARD, CRF and PMRP by the public works department in the State during the year 2007-08 and 2008-09.

This information was given today at a meeting of Estimates Committee of Legislative Assembly convened under the Chairmanship of MLA, Mr. Mohammad Sharief Niaz at Assembly complex.

The meeting was attended by the legislators including Dr. Mustafa Kamal, Hakeem Mohammad Yasin, Mr. Abdul Haq Khan, Mr. Ashok Khajuria, Mr. Mohammad Yasin Shah, Mr. Sajad Ahmad Kichloo, Mr. Vikas Rawal, Mr. Ashwani Kumar Sharma, Mr. Javid Mustafa Mir and Mr. Bashir Ahmad Magray, Accountant General, J&K, senior officers and engineers of Public Works Department including Commissioner/Secretary, Mr. Mehboob Iqbal and senior officers of Assembly Secretariat including Special Secretary, LA, Mr. Ghulam Nabi Mir.

The Committee discussed threadbare various issues included allotment and expenditure of funds for the last two years, advertisement of tenders/NIT’s for various works, details of material procured by the PWD and the procedures adopted.

The members of the committee raised various public importance issues and gave their valuable suggestions. The committee also discussed threadbare various ongoing works. Those included pace of construction work of Nagbal-Dard Khavar road, Khannoh-Bhalhama, Zewan road, Gatbal link road Bhalhama, Dara-Gandtal road, Pathshibagh-Nowgam road, Ashibagh Bridge and Saydikadal bridges.

Addressing the meeting the Chairman Estimates Committee directed the officers and engineers of PWD to speed up the pace of all ongoing works and asked them to ensure regular visit to major projects. He asked them to use standard material and there should be no compromise on this account.

The Committee stressed for maintaining coordination with the other departments like PHE, Irrigation, Forest and Power Departments while formulating new project.

The committee directed the concerned to furnish detailed report with regard to amount utilized on all ongoing and complete projects under various sectors so that review of the works is taken in the next meeting.


Syed Mir Qasim Memorial Cricket Tournament concludes at Dooru Anantnag


Syed Mir Qasim Memorial Cricket tournament concluded at Dooru Anantnag today. Minister for Medical Education, Youth Services and Sports, Mr. R. S. Chib was the Chief Guest on the occasion and former Minister and MLA Dooru, Mr. G.A. Mir presided over the function.

In all 64 teams, belonging to Anantnag, Ramban and Srinagar districts participated in the tournament and final match was played between KCC Mattan and Larkipora Sports.

Addressing the function, Mr. Chib said that a stadium and playing field is being constructed in each constituency in order to boost sports culture among youth and students of the State. Besides a network of ITI and polytechnic would be set up to provide technical education to the enthusiastic and desirous students.

Responding to the demands raised by MLA, Mr Mir, Mr Chib said that government is contemplating to construct a polytechnic at Larkipora for which land has been already identified.

Remembering the services of late Syed Mir Qasim, Mr. Chib said he feels proud to be part of the tournament named after great leader Mr. Qasim, saying that late leader was a political luminary. He said that we should strictly follow the path shown by late leader and that will be a rich tribute from all of us.

Earlier MLA, Mr. G.A. Mir while enumerating the objective of organizing the tournament said that such events give fillip to the culture of sports development. He said that this activity only can bring back the youth from the path of destruction and put them on the rails of progress and prosperity.

Demanding State level stadium for Larkipora Dooru and polytechnic for boys and girls, Mr. Mir said that government of India under the dynamic leadership of Prime Minister, Dr. Manmohan Singh and UPA Chairperson Mrs. Sonia Gandhi have always supported J&K State financially and have provided technical guidance from time to time.

Mr. Mir also demanded sports complex for his constituency so that youth of south Kashmir would emerged as sport stars of the State. Several senior civil and police officers of the district attended the function.
