J&K State Commission for Backward Classes presents Annual Report 2008-09
Emphasizing the need for prioritizing speedy development of backward and inaccessible areas, Chief Secretary Mr. S. S. Kapur has asked officers to achieve the objective of development so that these areas are brought at par with other areas of the State.
The Chief Secretary was speaking after being presented Annual Report of J&K State Commission for Backward Classes 2008-09 by Chairperson of the Commission, Justice B. L. Bhat, here today.
Commissioner/Secretary, Social Welfare, Mr. Pramod Jain, Commissioner/Secretary, GAD, Mr. Basharat Ahmad Dhar, Honorary Member, Mr. S. P. Verma and Secretary, State Commission for Backward Classes, Dr. K. K. Kichloo attended the meeting.
Calling for a concerted effort to improve basic facilities like road connectivity, education, health, water and electricity in backward areas of the State, the Chief Secretary said more attention is required in these areas so that the people there can live better lives.
Mr. Kapur said the government is committed for equitable development of all the three regions of the State with focus on backward and far-flung areas. He said developmental projects launched under various flagship programmes will go a long way in bridging the gap that exists between these regions and the urban belt. He said State can achieve its targets of development only after living conditions in these backward areas are raised to satisfactory levels.
The Chairperson, who also spoke on the occasion, impressed upon the Chief Secretary that while undertaking on-spot inspections, the Commission should be provided full support by the respective Deputy Commissioners. During on-spot visits, he called for presence of Tehsildar, Patwari and security personnel so Commission feels safe while visiting these spots. This will also help in clarifying the points of information/reply given by the concerned Deputy Commissioner, he added.
During the meeting, periodic revision of lists of backward areas/classes also came under discussion and it was held that revision of lists is overdue. The Supreme Court judgement titled Indra Sawhney versus Union of India regarding income criteria/creamy layer is to be adhered to in its letter and spirit, it was stated.
The Chief Secretary stressed on close liaison between administration and the Commission so that people are benefited under the provisions of State Commission for Backward Classes.
