Kapoor stresses coordinated efforts for time bound completion of BRGF projects

Stressing the need for time bound completion of ongoing schemes under Backward Region Grant Funds (BRGF), Chief Secretary, Mr. S. S. Kapoor has asked District Development Commissioners to ensure utilization of at least 60 per cent of released funds before December.

Chairing a meeting of High Power Committee here today, the Chief Secretary directed for working out Action Plan under the scheme in consultation with Institute of Management and Public Administration (IMPA), local public representative including legislators. He said Urban Local Bodies need to be mobilized for effective execution of the action plan.

Mr. Kapoor stressed coordinated working and identifying bottlenecks if any for smooth implementation of the schemes launched under the BRGF. The meeting decided to release Rs. 3 crore to IMPA for capacity building. For the purpose, Block Resource Centres are being set up to conduct base line surveys and training of PRIs.

It was apprised that the High Power Committee earmarked Rs. 45.85 crore action plan, of which Rs. 40.76 crore were released for the current fiscal. An amount of Rs. 9 crore has been released by the Central Government against the total Capacity Building Plan of Rs. 21.64 crore, the meeting was informed.

Among others, Secretary, Ministry for Panchayati Raj, Government of India, Mr. P. P. Balam, Joint Secretary, Ministry for Rural Development Department, Government of India, S. Avtar Singh, Commissioner/ Secretary, Finance, Mr. B. B. Byas, Commissioner/ Secretary, Housing & Urban Development, Mr. Abdul Hamid, Commissioner/ Secretary, Rural Development Department, Mr. Umang Narula, District Development Commissioners of Kishtwar, Doda, Ramban, Poonch, Kupwara, Director Area Planning and Assistant Development Commissioners of the concerned districts attended the meeting.
